Request Summary (Agenda Caption):
title
Request by the Department of Economic Equity and Opportunity that the County Judge execute an Interlocal Agreement with The Harris Center for Mental Health and IDD (The Harris Center) in an amount not to exceed $4,323,370.43 to administer the two-year Inspire Program.
end
Background and Discussion: Inspire is a proposed ARPA-funded program in the Early Childhood Initiatives portfolio.
Inspire will address inequities by providing needed resources, assistive technology, and services to families of young children with disabilities to promote community inclusion, early learning and development, and prevent institutionalization. Families served through Inspire may receive up to $6,000 in financial benefits for assistive technology, learning materials, services directly related to the disability, and respite care (approximately 100 hours). Utilizing a pool of approved vendors, the Harris Center will facilitate the ordering and delivery of assistive technology and services. It is estimated that 250 Harris County residents will receive this benefit each year (500 unduplicated within the 24-month contract term). Participants will also receive consultation and technical assistance from the Harris Center for Mental Health and IDD in the utilization of assistive technologies and supportive services.
Eligibility requirements to participate in Inspire are:
• Family that includes a child ages 0-6, with developmental delay, intellectual or developmental disability (IDD), pervasive developmental disorder
• Household is at 200% Federal Poverty Guidelines or below.
• Live in a natural family home (excludes residential or care facilities)
• Have a need that can be addressed by Inspire
• Not currently receiving duplicative benefits
Expected Impact: Over a two-year period, Inspire will provide consultation and access to assistive technology, services, and respite care for at least 500 Harris County families.
Alternative Options: Harris County Commissioners Court could forgo approving the agreement with the Harris Center and redirect these ARPA funds to other initiatives.
