Background and Discussion:
The Upper Langham Creek Frontier Program provides regional detention benefit for new development within the program service area. The service area extends from John Paul Landing basin at the upstream end to Greenhouse basin at the downstream end. Development within the program is planning to expand west/upstream of SH99 and requires expansion of HCFCD’s Langham Creek (U100-00-00) in accordance with Program guidelines to provide detention mitigation for the development. An agreement is required with TxDOT and Grand Parkway Transportation Corporation (GPTC) to specify the terms and conditions of construction of expansion of Langham Creek within TxDOT right-of-way at SH99.
Expected Impact:
Provide regional detention benefit for new development within the Upper Langham Creek Frontier Program by allowing the expansion of Langham Creek within TxDOT right-of-way. Ensure design and construction occurs in accordance with TxDOT requirements.
