Background and Discussion:

Projected annualized usage and Bond(s) for renewal term is $470,000.

Wetland Design, Creation and Planting to support Harris County Flood Control District with site stabilization,

revegetation, water quality, and habitat enhancement as it applies to district operations and CIP projects. This

contract is utilized to harvest and install wetland vegetation along littoral zones of wet bottom detention and

channel facilities. It is also utilized to conduct varying vegetation clearing, and invasive species control, including herbicide when applicable. To perform maintenance on newly installed vegetation areas, nursery areas, and some mitigation banking areas where they overlap. Additionally, the contract is utilized to support Texas Pollution Discharge Elimination System compliance through planting support for new and ongoing special projects.

Expected Impact:

Allows Harris County Flood Control District to correctly time (planting season) the revegetation of Right-of-ways, which are disturbed by repairs or capital improvements and would require the reestablishment of native and desirable riparian zone vegetation.

This term contract will help HCFCD and Harris County meet Municipal Separate Storm Sewer System (MS4) permit requirements by allowing the District to engage in Best Management Practices (BMPs) that treat the pollutant of concern bacteria.

Alternative Options:

Request individual bids for wetland design, creation, and planting on a project-by-project basis, which would create inconsistent results and affect MS4 permit compliance. This would also affect the Flood Control District’s ability to quickly address planting needs with less efficiency afforded by a term contract.
