Background and Discussion:

The Inner Northwest area is located within the Spring Branch boundaries of Precinct 4 along Hempstead Highway. This transportation safety study focuses on high-risk traffic accident intersections within the Inner Northwest identified within the previous plan, All In 4 Inner Northwest Community Plan. The study will develop a professional engineering report with 30% design, along with improvement strategies for 4 intersections, aiming to reduce traffic-related fatalities and improve safety through coordinated planning with the City of Houston and community stakeholders.

Expected Impact:

This study will establish existing conditions baseline for the Inner Northwest community, including those who live, work, and visit the area, how people move around, and the conditions that support safe, comfortable transportation in the study area. These will be used to develop an approach and initial set of opportunities to create safe intersections in alignment with the Harris County Vision Zero Action Plan.

Alternative Options:

Failure to study the intersections for safety and mobility improvements will result in continued congestion and conflicts between passenger automobiles, heavy truck traffic, and pedestrians.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.

County Strategic Plan Objective: F: Ensure safety and security for all using the county’s transportation network in alignment with the County’s Vision Zero plan.
