title
Request by the Office of the Purchasing Agent for approval of an award on the basis of successful negotiations with the highest overall evaluation and that the County Judge execute an agreement with Halff Associates, Inc. in the amount of $899,269 for professional engineering/architectural services to provide various watershed feasibility studies for the Flood Control District for the period of June 11, 2026 - December 10, 2027 (240419), MWBE Contracted Goal: 18%.
end
Background and Discussion: This Agreement will provide a comprehensive study of the study area and present planning-level recommendations for flood risk reduction. This project includes modeling and evaluation of existing flood risk and identification of short-term and long-term flood risk reduction opportunities. Deficiencies of local drainage infrastructure relative to current local drainage standards will be identified and regional drainage infrastructure improvement areas will be determined. Through detailed modeling analysis, a final flood risk reduction feasibility plan will be drafted prioritizing a list of drainage improvements based on metrics that quantify area, roadway, and structural flood reduction potential. This project includes the entire watershed area upstream of the Halls Bayou confluence with Greens Bayou.
Expected Impact: This study is funded under a CDBG-MIT grant and any potential flood risk reduction projects identified through the study will be used to inform flood risk reduction strategies within the study limit and pursue future funding opportunities.
Alternative Options: The alternative to approving this item would be to cancel the project, which would result in loss of grant funding.
