Background and Discussion:

This Utility Agreement Letter of No Objection will allow permissions of the Flood Control District to construct or conduct the proposed channel reconstruction for Taylor Gully and the addition of 2 detention basins over or under an existing 30” natural gas pipeline: G103-80-03.1-E002 Taylor Gully Channel Improvements. The Taylor Gully channel flows west to east, bordering Montgomery County in the northwest and running eastward toward Mills Branch and Caney Creek in Harris County. The proposed project alternative would feature a partially concrete lined channel from the existing drop structure to downstream of Creek Manor Drive, the replacement of the existing culverts on Rustling Elms Drive and a stormwater detention basin. This proposed project alternative was also the recommended alternative from the Kingwood Drainage Analysis. The project is expected to remove the 100-year area of inundation from approximately 116 acres, 276 structures and 8 miles of roadways.

 

Expected Impact:

The overall benefit of this project would be a substantial reduction in WSE along Taylor Gully Channel.

There would be a maximum reduction in WSE of 6.9 feet and an average reduction of 4 to 5 feet for the 100-

year storm event. Also, this project will remove approximately 276 structures from a 100-year flood plain. This agreement will allow work to be performed near the 30” natural gas pipeline without delaying the project construction and reducing schedule delays and impacts.

Alternative Options:

No action is not a viable alternative. The project will be substantially delayed and flood risks will remain the same. The project will have to be re-designed and alternate access routes identified.
