Request that the County Judge execute an agreement with SMG, a Pennsylvania General Partnership, for the use of HCSO’s SkyWatch Towers during events at NRG Park.

Background and Discussion:
The purpose of this Agreement is to formally establish and outline the respective responsibilities of the Harris County Sheriff’s Office (HCSO) and SMG regarding the deployment and use of HCSO SkyWatch Towers during events held at NRG Park. This partnership continues a successful operational practice that has been utilized during events at NRG Park for the past 12 years, providing an additional layer of elevated surveillance, situational awareness, and visible crime deterrence throughout the complex.
The Agreement is intended to ensure clear coordination between HCSO and SMG concerning the placement, operation, security, logistical support, and overall use of the SkyWatch Towers. Continued deployment of this equipment will support public safety operations during major events, assist with monitoring high-traffic and high-density areas, and enhance the ability of law enforcement personnel to identify and respond to potential security concerns. Formalizing the existing two-year partnership will help ensure the continued efficient and effective use of these resources during future events at NRG Park.
Expected Impact:
The SkyWatch Towers will provide an additional layer of elevated surveillance throughout the NRG Complex, enhancing situational awareness and supporting both crime prevention and response efforts. The towers can be strategically deployed in high-traffic areas, parking lots, pedestrian corridors, and locations associated with large-scale events to provide personnel with an expanded view of activity across the property. Their elevated position will assist with monitoring crowds, identifying suspicious or criminal activity, observing vehicle and pedestrian movement, and detecting potential safety concerns before they escalate. In addition, the highly visible presence of the towers will serve as a deterrent to criminal activity while providing real-time intelligence that can assist deputies and security personnel with directing resources, coordinating responses, and documenting incidents. The SkyWatch Towers will be especially beneficial during major events at the NRG Complex, when increased attendance and vehicle traffic create additional public safety and security demands.
