Background and Discussion: Commissioners Court authorized the execution of the Compensation and Pay Equity Project to develop and implement market-based competitive salary rates to attract and retain qualified and talented employees; eliminate any and all pay disparities based on race, gender and ethnicity; execute consistent pay practices and salary administration; and create standardized job descriptions.

Expected Impact: Approval of this position will:

•                     Strengthening the County’s ability to manage a comprehensive compensation program

•                     Maintain fair and equitable salary administration

•                     Reduce risk exposure related to inconsistent pay practices

•                     Support departments with fact-based findings and recommendations

Alternative Options: If these positions are not approved, Harris County will revert to outdated and indefensible pay practices and erode employees' trust in fair compensation practices.   Failure to gain approval will also increase Harris County’s risk of heightened liability relative to the Fair Labor Standards Act.
