Background and Discussion:

The project is in northwest Harris County, north of Cypress North Houston Road and east of North Eldridge Parkway. The existing drainage system consists of roadside ditches which outfall to the west of the subdivision via 24 to 36-inch pipes at three points along HCFCD Channel K161-00-00 and to Cypress Creek from a fourth outfall at the northeast corner of the subdivision. The scope and proposed improvements include bringing the subdivision roadways into compliance with Harris County Standards, constructing storm sewer underlying roadside ditches, regrading roadside ditches, upsizing, and replacing driveway culverts, replacing driveways, and the construction of a storm water detention basin.

The Change in contract request includes the following:

•                     PCO-3:  An Addition of quantities to existing Line Items # 10-REMOVE AND DISPOSE OF EXISTING CONCRETE OR MEATL PIPE (ALL SIZES), #50-ADJUSTING MANHOLES AND INLETS, Item #58-CORREGATED METAL PIPE (36 inches) (PRECOATED)(GALVANIZED)(16 GUAGE) overran the original quantities due to field conditions. Per Harris County Flood Control Outfall B & C had a clearance issue, not having enough cover at the maintenance berm. In addition, there was not enough space for a 2 feet toe wall for the Corrugated Metal Pipe to outfall through the slope paving.  The outfall of the CMP will be at the toe of the vertical wall of the K161 channel and the manhole needs to be lowered 1 feet to minimize the velocities. Additional quantities for above line items are needed to complete the work as proposed in design plans in the amount of $12,773.08 and 0 days.

•                     PCO-4: Adding new line items for Remobilization of the Contractor due to utility conflicts identified in the field during construction. Contractor submitted a Notification on 10/02/2024 to demobilize from the project due to Utility Conflicts (CenterPoint Gas and AT&T lines) throughout the entire project. The relocation of the gas lines was completed on 2/15/2024 and the AT&T lines were completed on 2/06/2024 which were affecting the critical path of the project. After discussion between Harris County management and the Contractor, the contractor submitted a proposal for Remobilization and Field Office cost. Added 1 lumpsum new line item#114- Remobilization of contractor due to utility conflict for an additional cost of $29,491.13 and 180 days.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation
of structural flood damage to homes in the community. This modification is a step in the process to reduce the
financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial
impact of recovery costs to the Tower Oaks Plaza subdivision homeowners, Harris County, and FEMA. The
fiscal impact for this project will come from the 1080 Fund, for the Recovery and Resiliency Division
subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to staffing anticipated.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the original scope of work.
