Background and Discussion:

Harris County has identified the proposed improvements as a high priority due to the increasing severe daily recurring congestion along Wallisville Road to Maxey Road to 1,000 east of Uvalde Road. The negative impacts of this congestion extend well beyond the proposed project impacting businesses, residents, and schools. The proposed Wallisville Road Reconstruction project includes infrastructure improvements including access management, curb and gutter drainage, shared use path, sidewalks, landscaping, signal modifications and signal timing improvements will mitigate serious injuries and fatalities on Vision Zero High Injury Network corridor, improve pedestrian accommodations, reduce congestion and travel delays, improve resiliency, and reduce vehicular emissions.

The grant application will seek $40 million of the Department of Transportation’s federal funds through the H-GAC with $10 million of local matching funds from Precinct 2 for a total project cost of $50 million.

Expected Impact:

The submission of this project application, under the Houston-Galveston Area Council’s 2023 Project Selection Process; will allow Harris County to seek federal funds to reduce traffic congestion, increase transportation safety, improve pedestrian accommodations, reduce vehicular emissions, and decrease the travel delays for the Wallisville Road corridor.

Alternative Options:

To not to apply for the Houston-Galveston Area Council’s 2023 Project Selection Process and pursue the proposed project with local funding.
