Background and Discussion:

Harris County Office of the County Engineer received American Rescue Plan Act (ARPA) funding for wastewater and water projects.  Through a vetting process, the Westfield Estates Sanitary Sewer System project was selected.  The project scope includes sanitary sewer lines, manholes, a lift station and a force main, as well as connecting properties to the new system and abandoning existing septic systems.  This initiative addresses environmental concerns by replacing failing septic systems that risk contaminating roadside ditches and nearby waterways.

 

This change order is tied to PCO-7: During installation of the CSS Service Leads along Hopper Road, the Contractor encountered unforeseen field conditions due to an existing storm sewer embedded within Cement Stabilized Sand (CSS), which prevented conventional excavation methods.  To complete the work without impacting the existing infrastructure, the Contractor hired a specialty boring subcontractor and used specialized equipment to install the service leads beneath the obstruction.

This resulted in additional labor and equipment costs totaling $17,777.76, which were not included in the original contract scope.  The Engineer of Record (EOR) and HC reviewed the request and approved the reimbursement amount.  Therefore, this Change Order is justified to compensate the Contractor for the unforeseen additional work, resulting in a cost increase of $17,777.76 (approximately 0.08% of the total project budget), with no additional days to contract time.

Expected Impact:

The changes add additional cost to the contract, ensuring the project aligns with its originally intended objectives.  This change order adds $17,777.76 to the project contract amount with no impact on project contract time.

 

Alternative Options:

No alternative options: If no action is taken, the sanitary system and other infrastructure constructions will not be completed.
