title
Request by the Flood Control District for approval to submit an application to the Environmental Protection Agency for grant funds in the amount of $5,000,000, with a required cash match of $1,250,000, for the FY 2023 Clean Water State and Tribal Assistance Grant Program (Cedar Bayou Watershed, Bond ID F-45, Project ID Q534-011-00-E002, Precinct 3).
end
Background and Discussion:
It is recommended that the Flood Control District be authorized to apply for grant award funds from the Environmental Protection Agency (EPA) Fiscal Year 2023 Clean Water STAG (Congressionally Directed) Grant Program to fund the construction of the Q534 Stormwater Detention Basin Project (Q534-01-00-E002) in the Cedar Bayou Watershed. Federal appropriations funding for this award was secured by Representative Crenshaw. The proposed Q534-01-00-E002 Stormwater Detention Basin project will further reduce flood risk in the Cedar Bayou Watershed. This project sets the foundation for subsequent phases to expand the project into a regional detention basin and channel improvements with the ultimate goal of providing system capacity for the 100-year rainfall event. The Flood Control District plans to source the required local cash match ($1,250,000) from the Bond Program.
Expected Impact:
The construction of the Q534-01-00-E002 stormwater detention basin will provide benefits by reducing water surface elevations and the resulting inundation area during high intensity rain events.
The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.
Alternative Options:
The alternative is to not to apply for the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
