Request by the Office of the Purchasing Agent that the County Judge execute an amendment to a State of Texas Department of Information Resources (DIR) Cooperative Contract agreement with Amazon Web Services, Inc (DIR-TSO-4221) in the additional amount of $750,000 to provide additional cloud services for the Toll Road Authority for the period of November 9, 2024 - November 8, 2025, Justification for 0% MWBE Participation Goal: Exempt - Interlocal/Cooperative Agreement.

Background and Discussion:
Amazon Web Services will be responsible for providing Cloud Services (“Services”) for Harris County. This is a
DIR Contract Number DIR-TSO-4221 contract. A second amendment is being requested by Harris County Toll Road Authority to increase funds due to increase GB usage.
Expected Impact:
This vendor is required to provide certain products and services to support Harris County Toll Road Authority
on projects that generate a large portion of HCTRA’s main source of revenue (In-house Image Review). Not
having these services in place would risk impacting the revenue stream.
Alternative Options:
As these are proprietary systems, this vendor is the only one who can efficiently provide these services. No
other solutions are recommended for this identified need.
