Background and Discussion:

This item follows prior court action and seeks Commissioners Court approval of an interlocal agreement with the Harris County Houston Sports Authority (HCHSA) to allow eligible full-time employees to join Harris County’s health benefits plan effective January 1, 2026.

Harris County currently has interlocal agreements with Harris County Housing Authority and Harris County Sports & Convention Corporation that allows their eligible employees to participate in Harris County’s health

benefits plan including medical, dental and vision.

Expected Impact:

The Harris County Houston Sports Authority would pay 100% of the calculated premium to participate in the County’s benefits plan. HCHSA is projecting considerable cost savings by being blended within the pool of

covered Harris County employees rather than being evaluated as a stand-alone plan for only 28 employees.
