Background and Discussion:

This authorization to negotiate is a correction to the February 27, 2024 commissioners court approved  authorization to negotiate with MWA Architects for the Institute of Forensic Sciences building Morgue Renovation/Expansion. MWA Architects expertise lies in schools, not labs or morgues. For this reason, HCED is requesting authorization to negotiate with McClaren, Wilson & Lawrie, Inc. dba MWL Inc. that has this expertise.

In December 2021, a master plan study was completed for the HCIFS Building, aimed to assess future needs and growth projections.  As part of this request, consultant is expected to verify information in the Masterplan study and provide professional design services, construction administration, and project management for the existing 9-story HCIFS Building.

The Medical Examiner Services have seen a dramatic increase in cases and decedents.  The morgue has outgrown its current cold storage space and must increase in capacity.  Also, in 2022, the morgue and toxicology freezers/coolers had to have emergency repair services. This project addresses the necessary renovation/expansion to meet the needs of the IFS Morgue.

Expected Impact:

The professional architectural/engineering services will support the Institute of Forensic Sciences Medical Examiner Services.  Consultant is expected to provide planning and design services, construction administration, and project management for the renovation/expansion of the existing morgue, autopsy suites, and histology suite at the Institute of Forensic Sciences building.  This includes assessment and potential replacement of morgue and toxicology storage coolers.  All design work will be coordinated with the HVAC/MEP consultant.

Alternative Options:

Without increased morgue space, IFS will continue to have an overloaded decedent cooler storage with no room for overflow or growth.

Alignment with Goal(s):

_ Justice and Safety

_ Economic Opportunity

_ Housing

_ Public Health

_ Transportation

_ Flooding

_ Environment
