Background and Discussion:

Harris County seeks to contract with HUD-approved housing counseling agencies to provide eligible low-income homebuyers with homeowner education and counseling services. The goal is to raise awareness of homeownership opportunities within the county and support individuals in achieving sustainable homeownership.

This RFP invites interested parties to outline their capabilities, experience, and proposed approach to delivering effective homeownership education and counseling services within the scope of this program. The selected parties will play a crucial role in empowering potential homeowners by increasing awareness of available resources and preparing them for homeownership.

The selected vendor will provide a range of homeowner education and counseling services to low-income households including access to downpayment assistance programs (made available through Harris County, City of Houston, and the State of Texas, as well as privately funded programs), closing cost assistance programs, post-purchase counseling, financial management, mortgage default and foreclosure prevention counseling services, and home maintenance education.

Expected Impact:

Approval of this contract will allow the Treasury ARPA Affordable Housing Portfolio Single-Family Homeowner Education and Counseling to move forward. No fiscal impact to the County is anticipated.
