Background and Discussion:
Harris County has invested American Rescue Plan Act (ARPA) funding towards effective reentry programs. Half of the individuals released from prison tend to be re-incarcerated within 3 years. People exiting jail and prison face a broad array of challenges that make it difficult to build a stable life and avoid criminal activity. On average, they tend to have limited education and work experience, high rates of mental illness, substance abuse disorder and high rates of homelessness.
Despite the numerous challenges faced by this population, they often do not receive follow up services upon
release from jail or prison and fall into a recurring cycle of negative outcomes. This cycle results in high costs
across agencies and service providers, posing a serious burden on the public budget.
American Institute for Research was selected to evaluate county reentry efforts, identify metrics to capture disparities in who enters the system and specific programs, the level of service they receive, and their likelihood of achieving positive outcomes. The additional scope of work includes an evaluation of the implementation of services at the Women’s Empowerment Center (WEC) and the outcomes of women after they leave the WEC.
Expected Impact:
The evaluator will assess implementation of services at the Women’s Empowerment Center (WEC) and outcomes as a result of the programming and reentry services provided while housed at the WEC.
Alternative Options:
Contract will terminate in March and evaluations will not be completed.
County Strategic Plan Goal: 1. Make Harris County safer and more just.
