Background and Discussion:

Harris County owns two high-rise facilities outside of the downtown courthouse complex in Houston, 1111 Fannin and 1010 Lamar. 1111 Fannin is expected to office around 2,000 employees, but only has parking for 437.  1010 Lamar is expected to office around 1,000 employees, but only has parking for 490. The Office of Management and Budget and Engineering Department request authorization to negotiate for the acquisition of an additional parking garage near these two high-rises to help alleviate the parking strain.

Expected Impact:

The purchase of an additional parking garage would help provide parking for County employees downtown at 1111 Fannin and 1010 Lamar. Without this garage, the parking issue would only become more acute as more employees move into these building.

Alternative Options:

The County could try to contract for parking at another garage. This may be farther away than options currently being explored and would require much higher investment of general funds. The County could choose to not provide parking to employees, but this would very negatively impact employee experience and would be a change for many of the employees moving into the buildings now.
