Background and Discussion:
Harris County and the Houston Ship Channel Security District annually update their agreement to reflect the
latest Port Security Grants and the FY 2026 Security Services. The agreement outlines the funds obtained by County departments, and the District's responsibility for providing financial matches for those projects. This is the fifteenth such amendment. Subsequent to the May 14th (Agenda Item #327) court approval of the Fourteenth Amendment, the federal government released the final FY2025 PSGP awards. On July 14, 2026, the agreement was adopted by the Houston Ship Channel Security District Board of Directors, the county's Port Grant Director, Kenya Wilson, and Assistant County Attorney Alexa Moores have reviewed and approved it. All that remains is for Commissioners Court to approve this Fifteenth Amendment.
