title

Request for approval to execute a Contractual Agreement for Right-of-Way Utility Adjustments with ETP Crude LLC in the amount of $182,318.01 for the removal of a portion of ETP Crude LLC’s (Energy Transfer) abandoned pipeline in conflict in connection with Forest Manor and Lake Houston Woodland Terrace Subdivisions Drainage Improvement, UPIN 20090MF1HA01, Precinct 3.

Background and Discussion:

The Forest Manor and Lake Houston Woodland Terrace Subdivisions Drainage Improvement Project aims to reduce flood risk and strengthen resiliency in Harris County by helping to alleviate structural flood damage to homes within the community. The Contractual Agreement for Right-of-Way Utility Adjustments is necessary to facilitate the removal of a portion of ETP Crude LLC’s abandoned pipeline currently in conflict with the project, ensuring construction can proceed efficiently and without obstruction.

Expected Impact:

Approval of the Contractual Agreement for Right-of-Way Utility Adjustments will authorize ETP Crude, LLC to remove the portion of the abandoned pipeline that conflicts with the construction of the Forest Manor and Lake Houston Woodland Terrace Subdivisions Drainage Improvement Project. This work is necessary to allow Harris County to proceed with construction and ensure the successful completion of the drainage improvements within the community.

Alternative Options:

Due to the nature of the conflicts caused by ETP Crude LLC’s abandoned pipeline, no alternative solutions are feasible. If the pipeline remains in its current location, it will not only delay Harris County’s construction progress but also prolong flooding issues within the community.
