Request by the Office of the Purchasing Agent that the County Judge execute an amendment to an agreement with BakerRipley in the additional amount of $30,754,676 to make updates to the budget contained in the Best and Final Offer (Exhibit B), Federal Award Identification Table (Exhibit E), and Statement of Work (Exhibit G) for Child Care Contracted Slots Program for the Department of Economic Equity and Opportunity for the extended period of January 31, 2025 - December 31, 2026 (220193), MWDBE Contracted Goal: 2%.

Background and Discussion:

Harris County Commissioners Court approved the Early REACH program on June 14, 2022, to address local childcare affordability and access challenges. Program goals include:

•                     Creating 800-1,000 new slots in high-quality childcare centers in childcare deserts for children aged zero to four.

•                     Serving 800-1,000 children annually from families in high Social Vulnerability Index (SVI) areas or low-income households.

•                     Improving working conditions and reducing turnover for childcare staff.

Now an amendment to the agreement with BakerRipley is sought to increase investment in the program,  extend the term, and alter the statement of work. The amendment will extend the term of the agreement until December 31, 2026, ensuring families continue to receive Early REACH supported care through September 2026. The total cost of the amendment is $30,754,676, bringing the total award amount to BakerRipley to $57,448,051. The new budget includes minor revisions, including additional staffing to support program needs and the reorganizing of personnel to meet program needs more efficiently. The majority of the funds will be used to subsidize high-quality childcare for participating families. The statement of work includes changes to ensure appropriate program wind down other minor changes guiding the extension of the program. These changes and funds were approved by the ARPA Steering Committee in May 2024.

Expected Impact:

The amendment will ensure care for approximately 800 participating families through September 2026 with three months for closeout between October and December 2026. The amendment deepens Harris County’s pioneering investment in supporting low-income families with access to high-quality childcare through the award-winning Early REACH program.

Alternative Options:

Commissioners Court could forgo approval of the amendment, which would result in the termination of agreement and the Early REACH program on January 30, 2025.
