Request for approval to rescind an award from Ducky Recovery, LLC in connection with an award approved by Commissioners Court on January 9, 2025 and approve a new award and that the County Judge execute an agreement with James W. Turner Construction Ltd. in the amount of $8,653,284 for construction of single-family homes (Orchard Place) for the Housing and Community Development Department for the period of August 7, 2025 - August 6, 2026, and for the County Clerk to execute any applicable bonds to be received (240324), MWBE Contracted Goal: 13.83%.

Background and Discussion:
Commissioners Court approved the initial award on January 9, 2025. It was discovered after award that Ducky Recovery, LLC is unable to fulfill contractual obligations, therefore it is recommended that an award be made to James W. Turner Construction Ltd.
Vendor will construct thirty (30) single-family townhomes in six (6) separate buildings on finished lots that are
owned by Harris County for Housing and Community Development - Single Family New Construction Program.
Expected Impact:
The constructed thirty (30) single-family townhomes to be sold to eligible applicants that meet the low to
moderate income (LMI) requirements.
Alternative Options:
Without a contractor the homes would not be built, and we would not meet the General Land Office deadlines
and could potentially end the project.
