Background and Discussion:

At the September 19th, 2023 Commissioners Court meeting, the County Auditor transmitted the results of the engagement with various departments by the Internal Audit Division, to understand and assess selected PeopleSoft Compensation Controls. The Office of Management and Budget (OMB) was directed by the Court to work with Human Resources and Risk Management (HRRM) to update policies regarding approvals for position change requests, including reclassification, incentives and allowances, and Fair Labor Standards Act (FLSA) status.

 

On October 10th, 2023 OMB and HRRM presented a position management policy for discussion requiring all reclassifications and FLSA status change requests be sent to Commissioners Court for approval. Based on feedback from court, OMB and HRRM have updated the policy to address the concerns regarding the high volume of position management requests that will require Commissioners Court approval and administrative impact on departments.

 

Expected Impact:

Standardization of the approval process for position change requests, including reclassifications, FLSA status, and incentives and allowances.
