Request by the Office of the Purchasing Agent that the County Judge execute an amendment to an agreement with Harris County Domestic Violence Coordinating Council to update the budget (Exhibit B) for Early Childhood Resiliency Fund for the Department of Economic Equity and Opportunity for the period of May 7, 2024 - September 6, 2026, with no increase in the total contract amount (230444), Justification for 0% MWBE Participation Goal: 0% - Specialized, Technical, or Unique in Nature.

Background and Discussion:
The Resiliency Fund is an ARPA-funded, Early Childhood Initiatives program that provides developmental and therapeutic interventions to young children exposed to domestic violence and intimate partner violence. The Harris County Domestic Violence Coordinating Council (HCDVCC) was selected to administer the program.
HCDVCC is now seeking a cost-neutral amendment to the budget. This amendment subtracts funds from the Personnel and Fringe lines and adds funds to the Equipment and Contractual lines to address current personnel and program implementation needs. Finally, the amendment consolidates the budget into total costs, removing yearly totals to accommodate uncertainty with implementation timelines.
Expected Impact:
The vendor will be better equipped to carry out the work associated with the agreement. The amendment provides a budget that is better suited to accommodate implementation uncertainties and the staff needed to support the work of the program.
Alternative Options:
Commissioners Court could decline approval of the budget amendment and the program would continue with the original budget in place, risking accurate spenddown and overall program administration.
