Background and Discussion:

The RAPID Survey is an early childhood and family well-being survey that launched in April 2020 in

response to the COVID-19 pandemic. Survey objectives include collecting information from households and

families with young children and providing actionable data to inform program and policy decisions.

 

The University of Houston Institute for Research on Women, Gender, and Sexuality (UH-IRWGS), with Stanford University as a research partner, was selected to administer the RAPID Survey. Over two years, UH-IRWGS will administer the survey across Harris County, gather data, and report on research findings. Program results will be used to help direct the County’s American Rescue Plan Act (ARPA) investments and inform regional strategy. There is no cost associated with the adoption of the DUA.

 

A DUA between Stanford University and Harris County is needed to ensure effective data governance for the program.

 

Expected Impact:

The DUA will ensure responsible data governance for the program and limit data risks associated with the RAPID Survey program. 

 

Alternative Options:

Commissioners Court could forgo approval of the DUA, resulting in a limited data and analysis from administration of the RAPID Survey program.
