Background and Discussion:
The purpose of this transmittal is to submit the Certificate of Substantial Completion when the Contractor has completed the scope of work of a job and has addressed and completed all punch list items to the satisfaction of the Flood Control District.

The completed work will allow the contractor to construct the project so that Harris County can realize intended flood risk reduction benefits in Northwest Harris County.
