Background and Discussion:

The Harris County Housing and Community Development Office of Transit Services (HCT) seeks a renewal of acontract agreement with Passio Technologies for the provision of automated vehicle locator (AVL), automated

vehicle annunciator (AVA), automatic passenger counters (APCs), Wi-Fi, and bus dispatching services for HCT's

various transportation programs. HCT is interested in replacing its AVL bus tracking and AVA systems with an

upgraded system for twenty (20) vehicles, which includes APCs for the fixed-route program and Wi-Fi and a

bus dispatching application for the ADA Paratransit service, On-Demand Micro-Transit Service, and Non

Emergency Medical Service.

 

Expected Impact:

Tracking vehicles, voice annunciators, and passenger counting are an essential part of operating a transit operation. Voice annunciators are required under Federal Transit Administration guidelines, Accurate passenger counting is part of the County’s key performance indicators needed for federal funding. Bus dispatching applications are used for County residents to schedule their own transit trips.

 

Alternative Options:

Not approving this renewal would lead to federal funding being jeopardized and County key performance measures not being tracked or met.
