Request that the County Judge execute an agreement between Harris County and Ricky DeMann for the purpose of trapping feral hogs on County property in Precinct 4, at no cost to the county for a term ending on December 31, 2031.

Background and Discussion:
Feral hogs have become a significant and persistent problem throughout Harris County, including within the
boundaries of Precinct 4. These invasive animals cause extensive damage to county-owned parks, trails,
greenways, and natural areas by rooting up turf and vegetation, destroying native habitats, eroding soils, and
threatening the safety of both wildlife and residents. Their aggressive behavior and unpredictable presence
can also pose risks to the public and staff who use and maintain these spaces.
The growing feral hog population in Precinct 4 has led to increased maintenance costs, disrupted ecological restoration efforts, and compromised the condition of recreational areas. Despite various mitigation efforts, continued trapping and removal are essential to control the population and reduce damage.
To address this issue, Precinct 4 seeks to enter into an agreement with a qualified individual experienced in
humane and effective feral hog trapping. This agreement will authorize the individual to conduct trapping
operations on designated county lands, with the goal of reducing the negative impact of these animals in targeted areas.
Expected Impact:
The agreement is expected to significantly reduce the number of feral hogs on county lands in Precinct 4,
leading to measurable improvements in land condition, public safety, and operational efficiency. By mitigating
hog-related damage, the County can lower repair and maintenance costs, preserve ecological integrity in
