Request by the Flood Control District for approval to accept an amendment to an agreement with the Texas Division of Emergency Management to extend the grant end date to April 1, 2027, for the FEMA Pre-Disaster Mitigation grant (Cypress Creek Watershed, Bond ID Z-02, Project ID K500-23-00-E003, Precinct 3).

Background and Discussion:
It is recommended that the Flood Control District be authorized to accept an amendment to the Federal Emergency Management Agency Legislative Pre-Disaster Mitigation (FEMA LPDM) Grant Award for the East T.C. Jester Stormwater Detention Basin project. This grant funding was made available specifically for this project in the FY22 Federal Budget and was submitted by U.S. Congressman Dan Crenshaw, representing the 2nd District of Texas. The Flood Control District requested an extension on May 12, 2026. FEMA approved the request, and the Texas Division of Emergency Management notified the Flood Control District of approval on September 9, 2026. This amendment extends the period of performance through April 1, 2027, allowing additional time to complete grant-funded activities. There is no change in funding.
Expected Impact:
This grant will continue to fund construction of the East T.C. Jester Stormwater Detention Basin project. The goal of the project is to construct stormwater detention along the main stem of Cypress Creek, reducing flooding risks and damages during heavy rainfall by safely storing excess stormwater and slowly releasing it back into the creek after the threat of flooding has passed. The project works in conjunction with other channel improvement and stormwater detention projects to provide flood risk reduction benefits within the Cypress Creek Watershed.
The Flood Control District will utilize its resources and applicable consultants during the project, as well as manage the grant approval process in compliance with Harris County statutes, applicable laws of the State of Texas, and the Policy Regarding Federal Grant Awards.
Alternative Options:
The alternatives are: 1) not to accept the grant amendment, wherein awarded unused grant funding would be returned to FEMA at the end of the existing period of performance and projects lose funding, or 2) the projects’ engineering and construction will need to be funded entirely with local funding.
