title

Request that the County Judge execute an amendment to an agreement with Michael Baker International, Inc. in the additional amount of $4,330,680 for additional professional engineering, support services, and construction phase services for channel improvements, stormwater detention basin, and bridge replacements for the Flood Control District for the period of February 13, 2025 - February 12, 2030 (240167), MWBE Contracted Goal: 20%.

Background and Discussion:

This project consists of channel conveyance improvements along C147-00-00 from the confluence of Sims Bayou to 0.7 miles upstream of Post Oak Blvd.  The project will compose of 3 phases of channel work, which also includes the construction of a stormwater detention basin just downstream of Post Oak Blvd and four (4) bridge replacements/modifications.  This project occurs in the 1st quartile under the 2022 Prioritization Framework approved by Commissioners Court.

The project was funded partially by the 2018 Bond Program. A Preliminary Engineering Report was completed in 2020 with a recommendation for an open channel, which moved into design in 2021.  However, the project was put on hold until additional funding was secured with the grant funding from FEMA, TWDB, and HUD/GLO (CDBG).  Under the new grant requirements, the recommended design needs was revisited in order to compress the schedule to meet grant deadlines in 2028.   The original contract included completion of the alternatives analysis and 30% design for the recommended design option.

This contract will cover the budgets required to finalize the design plans for the recommended alternative identified in the 30% design plans and provide bidding and construction services.

Expected Impact:

The project seeks to reduce flood risks and strengthen resiliency in the Sims Bayou watershed by reducing Water Surface Elevation of up to 8.1 ft during the 100-yr storm event and includes the removal of 164 structures, 4.05 miles of roadway and 70 acres from the floodplain area.

Alternative Options:

The alternative to approving this item would be to select another firm for this assignment, which would result in delays in completing this project and existing conditions would not be improved. Based on grant requirements, support of design transition to the new team is on the critical path, which is dependent on a project completion in 2028.
