Background and Discussion:

In response to the destruction wrought by Hurricane Harvey that underscored critical shortages in Harris County’s inventory of affordable homes, Harris County’s Single-Family New Construction Program (SFNCP) matches individuals and families with opportunities to purchase new affordable homes in growing developments throughout the county. Task Order 6: includes construction of roadways and sidewalks, Installation of sanitary sewer and storm systems, Pavement improvements, Construction of a lift station and detention ponds.

This change order is tied to PCO -10 and 11. PCO-10 includes installing sod around concrete structures and along the detention pond perimeters to prevent erosion, at a cost of $25,000, and extending the Floatable Collection Screen by 4 feet to resolve field discrepancies, adding $5,000, for a total of $30,000.
PCO-11 addresses a resident’s safety concern by installing crash-rated bollards with Type III barricades along the hammerhead on Whistle Stop Lane, at a cost of $34,500.
Combined total for PCO-10 and PCO-11 is $64,500.00
, representing approximately 1.54% of the total project budget, with no additional days.

Expected Impact:

The changes enable adding new item quantities to the contract, ensuring the project aligns with its originally intended objectives. This change order adds $64,500.00 to the project contract amount, with no additional days.

Alternative Options:

No alternative options.  The County could elect to approve the requested task or choose to reject it. However, if not approved, the roadway and other infrastructure constructions will not be completed.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
