Background and Discussion:

In the wake of Hurricane Harvey, an overwhelming majority of Harris County voters united in support of a transformative $2.5 billion bond measure, launching a more than $5 billion initiative to build a stronger, more resilient Harris County. Since its approval in 2018, the Bond Program has delivered significant, measurable results: reducing flood risks for thousands of homes and businesses, helping relocate families from high-risk flood-prone areas, and maintaining a steadfast commitment to transparency through hundreds of public meetings and community outreach.

This transmittal includes the Flood Control District’s first of a new series of quarterly reports, reflecting data from Q1 of calendar year 2025 (January - March). The report provides and update on the program’s progress and presents key data and milestones.

Expected Impact:

This transmittal advances the County’s goal of improving clarity around the delivery of the 2018 Bond Program by establishing a quarterly reporting cadence beginning with the Q1 2025 data on the program.
