Background and Discussion:

Appraisals are an important aspect of property acquisition for Harris County.  Appraisals provide a high level of transparency and maintain the public’s trust in the acquisition process.  Often, when the County is acquiring property, there will be instances where small segments of real estate need to be acquired.  Appraisals cost a minimum of $2,800.00 and take 45 days to complete.  By authorizing the Real Property Division to acquire low cost segments of real estate without making the extra expense for the appraisal, the County will save time and money.  The request is for low cost property acquisitions not exceeding $5,000.  This limit is designed to ensure the public’s trust is maintained while balancing cost and efficiency.

Previous authorization of the same limit was made by Commissioners Court on December 2, 2014.

Expected Impact:

Allows Harris County to acquire low-cost real estate efficiently and without the added expense of an appraisal.

Alternative Options:

The County could require an appraisal for low-cost real estate.
