Transmittal by Universal Services of the Department’s 2025 Rehearsal of Concept (ROC) Preparedness Drill.

Background and Discussion:
• Harris County Universal Services conducted its annual Rehearsal of Concept (ROC) preparedness drill on April 2, 2025, at NRG Stadium.
• HCUS presented its continuity of operation plan and covered its response to significant disasters impacting the county. The goal was to cover the procedures for delivering uninterrupted capabilities and services during an all-hazards event.
• Universal Services teams, including IT, Applications, Fleet, Radio, 311, Cybersecurity, and Building Security, presented their response and recovery plans for a disastrous event.
• The exercise was open to County department leaders and stakeholders as a means of socializing our disaster preparedness best practices.
Expected Impact:
To implement continuous improvement of HCUS emergency response plans culminating in an all-hazards exercise in preparation for hurricane season and other potential emergencies, while sharing those plans with the wider Harris County.
