Request for approval of a memorandum of understanding with Texas A&M Engineering Extension Service for one employee to become a member of Texas A&M Task Force 1 Urban Search and Rescue Team at no cost to the county.

Background and Discussion:
The MOU permits approved employees from the Harris County Office of Homeland Security & Emergency Management to join the Texas A&M Task Force 1 Urban Search and Rescue team (US&R). US&R operations are conducted upon request from the State and Federal government and are offered at the discretion of the Employer and Member.
These activities may occur in conjunction with or in preparation for a state or federal disaster declaration. Training activities are required by the Department of Homeland Security (DHS)/FEMA and TEEX to keep TX-TF1 operationally ready. Period of Performance: MOU begins on May 1, 2026, and ends on October 31, 2028.
