title
Transmittal by the Office of the Purchasing Agent of an award of a Community Development Block Grant Disaster Recovery (CDBG-DR)/Community Development Block Grant Mitigation (CDBG-MIT) Program(s) project on the basis lowest priced proposal meeting requirements to Brice Highway LLC in the amount of $52,745,087 for Dinner Creek Stormwater Detention Basin - Phase 1 for the Flood Control District, and for the County Clerk to execute any applicable bonds to be received (260071), MWBE Contracted Goal: 23.24%.

Background and Discussion:
The Dinner Creek Stormwater Detention Basins project is nearing the end of the Design stage. It is planned as a single-phase project to increase the storage capacity within the existing stormwater detention basin compartments located east of Greenhouse Road on Dinner Creek, a tributary of Langham Creek in the Addicks Reservoir watershed, in northwest Harris County.
Presently, the Dinner Creek Stormwater Detention Basin site consists of three (3) compartments that have partially been excavated as dry-bottom basins. Two (2) utility easements containing multiple pipelines and aerial electrical towers cross the site and essentially divide the site with a fourth compartment being added on the northeast part of the site. These utility easements made the construction of a single compartment not feasible. Over the past few years, the northwest compartment and the west half of the southwest compartment have been excavated as part of an excavation and removal (E&R) contract. Excavation operations were ceased once CDBG funding was approved.
The proposed project focuses on converting three of the existing compartments from the original dry-bottom design to wet-bottom and constructing a new 4th compartment as a wet-bottom basin on the northeast side of the project site. This storage capacity expansion project includes the installation of an inlet weir and a gated outlet connecting the southeast compartment to Dinner Creek. The project is anticipated to help reduce erosion along Dinner Creek. The project also includes the installation of a 72-inch RCP equalizer pipe between the southwest and southeast compartments, a 72-inch RCP equalizer pipe between the northwest and southwest compartments, a 42-inch RCP connection pipe between the northeast and southeast compartments, and enclosing the existing channel running from FM 529 to the northwest compartment, installing a 8’ by 6’ and 8’ by 8’ RCB, and creating an access road for construction and long term maintenance. The project is also expected to include a gated outlet that would allow the compartments to provide both retention and detention, making this a unique project in that regard. The proposed project is expected to increase the stormwater storage capacity from 391 acre-feet to 854 acre-feet.
Expected Impact:
The project provides an additional 463 acre-feet of combined stormwater storage (using the pre-Atlas 14 500-year design storm data) for a total of 854 acre-feet of stormwater storage capacity. After project completion, the 100-year WSEL will be reduced by approximately 0.81 feet. Based on the Tropical Storm Alison Recovery Project (TSARP) rainfall data, once all four compartments and associated infrastructure is complete, the 100-year WSEL will be reduced by 0.81 feet. Approximately 93.5 acres of area inundated by the regulatory 100-year floodplain will be removed along with approximately 91 structures and ½ mile of roadway.
Alternative Options:
The alternative to approving this item would be not to approve the construction services, which would not provide additional flood risk reduction and increased stormwater capacity.
