Project Description:

The Harris County Public Health (HCPH) Dental Health Services expansion project at the Baytown Dental Clinic and the Sheldon Health Hub includes improvements and additions designed to enhance community dental services.  The new equipment and additional dental clinical location will serve underserved populations in Harris County, providing essential dental care and preventive services.  The project aims to reduce oral health disparities, improve overall oral health outcomes, and increase access to dental care.

The primary purpose of this project is to extend dental health services to underserved communities in Harris County by upgrading essential dental equipment and adding a location to the existing HCPH Dental Health Services program.

The primary key tasks are procurement of dental equipment and build out of new dental spaces.  This involves acquiring dental chairs with related accessories, redesigning a standard patient room into a fully equipped dental operatory, and building out a custom sterilization room with required equipment.  Ensuring this project meets the current health and safety standards for dental clinics is critical, so customization and outfitting are essential.  This will include installing all necessary dental equipment and systems, and rigorous quality checks to certify compliance with regulatory requirements.

The desired end state of the project is a two-patient dental operatory and sterilization room at the Sheldon Hub integrated into the HCPH Dental Health Services program, providing regular dental services to underserved communities.  Additionally, the Baytown Dental operatories will be equipped with traditional dental chairs and accessories to better support the current service level.  The anticipated benefits include increased access to preventive and restorative dental care, reduced oral health disparities among underserved populations, improved overall health outcomes due to better oral health, and enhanced health equity by providing services directly to communities in need.

Justification & Alternatives:

This project addresses a critical need for dental services in Harris County, where many residents lack access to affordable dental care.  Oral health is closely linked to overall health, and untreated dental issues can lead to severe health complications.  By providing a dental clinical space at the Sheldon Hub and upgrading the existing equipment at the Baytown Dental clinic, we aim to:

•                     Increase access to preventive and restorative dental services.

•                     Reduce the incidence of dental diseases.

•                     Improve the overall health outcomes in the community.

•                     Enhance health equity by reaching underserved populations.

This project supports the following Priority Outcomes and/or Goal Areas:

•                     Oral Health: Increasing the proportion of children, adolescents, and adults who use the oral health care system.

•                     Access to Health Services: Reducing the proportion of persons unable to obtain or delay in obtaining necessary dental care.

•                     Health Equity: Reducing disparities in access to preventive services and health outcomes among different population groups.

The success of the project can be measured through the performance metrics:

•                     Number of Patients Served: Tracking the number of individuals receiving dental care.

Alternative solutions considered included providing limited services with portable equipment on an event-based schedule and referring patients screened to other dental providers.  However, these options were less feasible due to limited affordable dental care options and vulnerable populations who face barriers to accessing the care they need.  Establishing a dental clinic with consistent hours allows Harris County residents a cost-effective solution to address the identified needs.  Delaying the project would prolong the lack of access to essential dental care, exacerbating health disparities and potentially increasing healthcare costs due to untreated dental issues.

Stakeholders impacted by the project include community members, local schools, and health care providers. Engagement plans involve consultations with these groups to ensure the dental services meets community needs and integrates seamlessly into existing health services.
