Background and Discussion:

Telecommunications services are a critical operational requirement for HCPH facilities, clinics, mobile units, and administrative offices. These services support daily communications, access to electronic health records, business applications, security systems, remote operations, and coordination of public health services.

Acceptance of this contract will provide HCPH with a telecommunications procurement vehicle that meets applicable federal procurement standards, allowing eligible telecommunications expenses to be charged to federal and state grant funding sources when permitted by the grant. This will improve fiscal stewardship by maximizing the use of available grant funds and reducing reliance on County General Fund resources for expenses that are otherwise grant-eligible.

In addition to the financial benefits, the contract will ensure continuity of telecommunications services, maintain reliable communications infrastructure across HCPH operations, and support current and future programmatic needs. Approval of the contract provides a compliant, cost-effective mechanism for obtaining telecommunications services while enhancing HCPH's ability to leverage external funding sources to support public health operations.

Expected Impact:

Harris County Public Health (HCPH) utilizes telecommunications services to support administrative operations, clinical services, field-based programs, mobile units, and public health response activities throughout Harris County. These services provide essential voice, internet, data, and network connectivity required for staff communications, patient services, business operations, and access to critical information systems.

The current telecommunications contract was not procured through a process that satisfies federal procurement requirements. As a result, HCPH is limited in its ability to charge eligible telecommunications expenses to federal and certain state grant programs, requiring these costs to be funded through County General Fund resources instead.
