Request Summary (Agenda Caption):
title
Request by the District Clerk for approval to permanently adopt the change in the juror meal rate up to $15.00 for all days of service and a delivery fee not to exceed $15.00 for each vendor delivery trip when meals are delivered to the courtroom for Civil and Criminal jurors.
end
Background and Discussion:
On 08/10/2021, Commissioners Court approved permanently adopting the change in the juror meal rate to $10.00 for all days of service and a delivery fee not to exceed $15.00 for each vendor delivery trip when meals are delivered to the courtroom for Civil and Criminal jurors. We currently have two separate contacts Job No. HC220279 Culinary Concessions LLC Luby’s Culinary Services and Supplemental Job No. 230010 for Lenny’s Sub 268, Treebeards Inc., and SCA Sam Houston Hotel LP. Although we have these two contracts in place, there is a need to expand the list of approved Suppliers in order to continue providing the necessary meal services to jurors serving on jury panels. The approval to increase the juror meal rate will allow other qualified Suppliers to submit bids for consideration and offer more meal options.
Since FY23 all juror meal expenses have been paid out of the County Jury Fund SB346 (Fund #2420), and the District Clerk’s Office (DCO) will continue to use this funding source for juror meals. DCO does anticipate an increase in Criminal and Civil trials moving forward which in turn will increase the estimated expense for juror meals. However, we believe the County Jury Fund can cover both the rate increase and the increase in volume. DCO will work with OMB to continue to monitor the overall expense in providing juror meals and will request additional funding in future fiscal years, only if necessary.
Expected Impact:
The change will increase the list of approved Suppliers and provide more meal options.
Alternative Options:
This is the only viable solution at this time to continue providing an efficient meal service to all jurors.
