title

Request for approval to renew an interlocal agreement with the Harris County Soil and Water Conservation District No. 442 to continue coordinating and supporting the mutual interests and activities of the parties, and for approval of payment in the amount of $50,000 (Countywide).

end

Background and Discussion:

This renewal will allow the Flood Control District to continue coordinating and supporting the mutual interests and activities of the parties hereto and the efficient use of their respective natural and other resources in carrying out a broad program, including support of the District’s Water Quality Compliance, Public Education and Environmental Research Programs, in accordance with Section V of the Interlocal Agreement approved by Commissioner’s Court on April 19, 2011. This request to continue funding support for the agreement will further an ongoing research collaboration with Prairie View A&M University to analyze soil and vegetation in response to various maintenance treatments around the federally threatened plant species colonies of Texas Prairie Dawn at the Willow Waterhole Detention Basin Compartment 4 (D512-01-00) that the Flood Control District was obligated to protect and monitor as part of the Project Brays Federal Project. This funding support will also enable the Harris County Soil and Water Conservation District to apply for state matching funds to promote ongoing soil and water conservation programs that support mutual interests of the parties.

Expected Impact:

The Flood Control District has allocated $50,000.00 in the Operation and Maintenance Budget for FY 2023-2024 to continue the partnership outlined in the Interlocal Agreement and this payment will contribute to funding the ongoing research and collaboration.

Alternative Options:

The alternative is that we do not renew this agreement and terminate work with the Harris County Soil and Water Conservation District No. 442, including ongoing research programs.
