title
Request for approval of nine positions, and to add a new classification code for the Animal Behaviorist position effective December 14, 2024 to support the Mobile Health Expansion Strategy to address health disparities in Precincts 1, 3, and 4.
end
Background and Discussion:
In October of 2023, Commissioners Court directed Harris County Public Health (HCPH) to develop recommendations for spending $3.3 million to address health disparities and deserts in Precincts 1, 3, and 4. After a review of relevant community indicators and feedback from Precinct offices, HCPH identified healthcare access, nutrition, and animal control as priority issues to address. To meet the identified needs, HCPH recommends Precincts 1, 3, and 4 each invest $1.1 million in the expansion of HCPH’s medical, dental, animal control, and nutrition mobile health services to positively impact healthcare access, food security, and malnutrition, and animal control in each precinct.
In September 19, 2024, Precinct 3 requested that all of Precinct 3’s allocation ($1.1M) go toward animal control. Public Health Services is seeking approval to create a total of nine positions in response to this request: 6 Animal Control Officers, 1 Program Coordinator, 1 Animal Behaviorist, and 1 Client Service Specialist left off from original request. Additionally, this request includes the establishment of a new classification code for the Animal Behaviorist I position, with an FLSA non-exempt designation.
Expected Impact: Mobile health supplement budget allocation was already received for FY25.
