Background and Discussion:

The Harris County Flood Control District will be initiating the SAFER (Solutions for Advancing Flood Mitigation, Equity, and Resilience) Study.  This feasibility study will produce a Feasibility Report that is compliant with Federal policy and guidelines, and an accompanying Environmental Impact Statement (EIS).  The study will identify transformational flood risk reduction projects that could be cost-shared with the Federal government and constructed in partnership with the U.S. Army Corp of Engineers (USACE).  The Flood Control District has received federal authorization to include eleven (11) watersheds across in the study area: Brays Bayou, Buffalo Bayou, Clear Creek, Cypress Creek, Greens Bayou, Halls Bayou, Hunting Bayou, Little Cypress Creek, Sims Bayou, White Oak Bayou, and Vince Bayou. The goals of this study effort are to reduce flood risks and strengthen resiliency within Harris County, to be grounded in the principles of equity, to pursue larger transformational solutions with county-wide benefits, and to better prepare the region to withstand the flood risks of today and those of the foreseeable future.

The SAFER Study is included in the Harris County Strategic Plan, approved by Harris County Commissioners Court in October 2024, as initiative H2: Evaluate the feasibility and potential impacts of substantial, large-scale flood mitigation measures to provide equitable and transformational regional benefits.  Initiative H2 was developed in support of the Strategic Plans 2nd goal of improving the condition and resilience of County transportation, flood control, and other infrastructure.

The selected firm will provide program implementation and management for the SAFER Study.

Expected Impact:

Execution of the contract will allow the project to commence.  HDR will perform program management and implementation, provide technical expertise and knowledge of the federal planning process that will be crucial for successful delivery of this important feasibility study.

Alternative Options:

The alternative would be to not execute the contract with HDR, the top-ranking firm identified during the formal selection process conducted for the SAFER Study.  Failure to execute the contract will delay the successful completion of the study or prevent the HCFCD from seeking federal authorization through the Section 203 process for flood mitigation alternatives that are to be evaluated during the SAFER Study.
