Request Summary (Agenda Caption):

title

Request for approval to temporarily suspend the approval policy for changes involving position reclassifications from newly elected officials for January - March 2025.

end

Background and Discussion:

On November 14, 2023, Commissioners Court approved a policy to implement a formal review and approval process for departmental position management requests for reclassifications, allowances/incentives, and changes to Fair Labor Standards.  The policy was amended on May 7, 2024, to eliminate the requirement for Court approval and reduce processing time on certain types of reclassifications.  Currently the review, approval and implementation time for reclassifications takes from 4 - 6 weeks.  With the incoming newly elected officials, it is expected that staff and position changes will be submitted for Court approval.  However, due to the extended review, approval, and processing time those changes will be delayed, which may adversely impact departments abilities to implement their requests on the desired effective dates.   This request is to temporarily suspend the formal review if the departments have positions with the same classifications as those included in the reclassification requests.  The exclusion of budget reviews is not included as part of this request, and they will continue in compliance with the current practice.  This temporary suspension would only apply to newly elected officials for the duration of January - March 2025 and the positions will be formally reviewed as part of the Compensation and Pay Equity Project.

Expected Impact:

This request will enable newly elected officials to reclassify positions as needed and implement staff changes as quickly as possible.  It is estimated that implementation time for reclassifications would be reduced by at least 50%.

Alternative Options:

If this request is not approved, we would need to immediately hire and train temporary staff (6) to formally review, create, and update job descriptions, market price the job descriptions and submit the requests to Court for approval from December 2024 - March 2025.  (The month of December 2024 would be required for training purposes.).  The estimated labor and non-labor cost of temporary staff is $72,971 and will be funded from vacant positions.
