Background and Discussion:

This project includes the construction of four 11-foot-wide concrete pavement with a 24-foot median, and 8-foot-wide sidewalk along both sides West Gulf Bank Road from Interstate 45 Freeway to Airline Drive.  It also includes the drainage improvements.

The change order includes the following:

-                     During the construction phase Driveway 9-1, an elevation difference was identified between the existing parking lot entrance and the proposed driveway.  After coordination with the project stakeholders, it was determined that the best approach would be to adjust the driveway and sidewalk elevations to align properly.  To facilitate this adjustment, the contractor will need to temporarily remove the existing gate to reconstruct the driveway.  This change order will add 4 days and additional cost of $14,015.49 to the contract.

-                     The proposed installation locations for certain solar flashers and pedestrian poles were found to be directly above the storm drainage system, with only approximately 2.5 feet of soil coverage.  Since the screw anchor foundations specified require a minimum of 5 feet of coverage, this presented a conflict with the drainage infrastructure and other underground utilities. To address this issue, a spread footing foundation is recommended for these locations to ensure structural stability while avoiding interference with existing underground systems.  This change order will add additional cost of $5,779.24 to the contract and no additional days.

-                     The original design proposed a 6-inch concrete thickness for the bottom of the channel, which does not meet the minimum 8-inch requirement specified in the flood control standards.  To ensure compliance with these specifications and maintain the structural integrity of the channel, the concrete thickness will be adjusted to 8 inches. This change order will add additional cost of $1,704.93 to the contract and no additional days.

-                     The existing 18-inch storm pipe at STA 110+11 LT 60 outfalls into a roadside ditch, originating from an inlet in the Texaco Gas Station parking lot, with elevations of 77.70 at the swale and 81.32 at the inlet; to connect the pipe to the proposed 4'x2' Reinforced Concrete Box trunkline, the engineer recommends installing a concrete collar at the right-of-way and securing the 18-inch Reinforced Concrete Pipe to the side of the Reinforced Concrete Box for structural stability and proper hydraulic functionality. This change will add $5,199.08 and additional 1 day to the contract.

-                     During the Reinforced concrete box (RCB) lateral installation at Station 156+87, utility conflicts were identified, including AT&T and Crown Castle cables, a CenterPoint gas pipe, and AT&T galvanized pipes, preventing Reinforced concrete box (RCB) placement. The engineer of record recommends connecting the RCB lateral to the existing drainage system to avoid utility relocations, ensuring continuity and maintaining project timelines.  This change order will add 5 days to the contract and no additional cost.

Expected Impact:

Increase the total cost for the contract and adding additional days to the contract time.

Alternative Options:

No action will result in substandard construction.
