title

Background and Discussion:

Harris County manages a substantial and aging outfall infrastructure network. Currently, almost 4,000 outfalls that have exceeded their 25-year estimated design life. Many of these have experienced damage or failure during major storm events, contributing to roadway and residential flooding due to their undersized capacity for current rainfall conditions.

The District proposes funding to provide funding to OCE for the Outfall Repair and Replacement Program to address outfalls where there is a direct benefit where outfalls tie into District right-of-way (ROW), and their condition can affect the overall integrity of District drainage system infrastructure.   This nexus point between drainage infrastructure systems serves as a critical junction that allows both systems to function together property.

Expected Impact:

The joint project and funding structure will facilitate more efficient and cost-effective governmental services.
