Request Summary (Agenda Caption):
title
Request by the Office of County Administration for an Executive Session for discussion and possible approval of a resolution, on behalf of the Harris County Flood Control District, relating to the selection of a nominee for the Conservation and Reclamation Districts to be named on the final ballot for appointment to the Harris Central Appraisal District Board of Directors.
end
Background and Discussion:
The taxing units are following a new procedure to select Harris Central Appraisal District (HCAD) directors this year as established by Texas Property Tax Code Sections 6.0301 and 6.03. Commissioners Court, as the governing body for the Harris County Flood Control District (HCFCD), must ratify and cast votes on behalf of HCFCD for a Conservation and Reclamation District (CRD) candidate to be named on the final ballot for appointment to the HCAD Board of Directors later this fall.
Expected Impact:
The CRD candidate, Jonathan P. Cowen, was the only person nominated by the several Harris County MUDs during the initial CRD nomination period that closed on July 15, 2024. Though there are no other candidates seeking to be the nominee representing CRDs, the Tax Code requires that Mr. Cowen’s candidacy be ratified by the CRDs and their governing bodies through votes by resolution which must be received by HCAD no later than 5 p.m. on August 14. If approved, Mr. Cowen will appear among other candidates nominated later this year by the other taxing units in the November election process and will be competing with them for one of the five board positions on the HCAD Board of Directors. Ratification of the CRD candidate at this time does not bind the Court to vote for him in the fall election.
