Background and Discussion:

The Reconnecting Communities Program (RCP) provides federal funding to advance planning efforts that address transportation infrastructure that has historically divided communities. Commissioners Court previously authorized acceptance of funding to support the I-10 Inner Katy Cap Park Study, which will evaluate the feasibility of constructing a cap over the I-10 Inner Katy Corridor to improve connectivity between neighborhoods in the Greater Heights, Memorial Park, and Rice Military areas. The I-10 Inner Katy Cap Park Study will assess the feasibility of creating a community supported Cap Park over the I-10 Inner Katy Corridor, between UP Railroad line closer to the Houston Society for the Prevention of Cruelty to Animals (SPCA) and Yale Street (about 3.2 miles). The proposal includes capping the highway to support an urban park, mixed-use development, and multimodal infrastructure.

Expected Impact:

The proposed project aims to reconnect neighborhoods divided by the proposed I-10 highway reconstruction by improving pedestrian, bicycle, and transit access in the surrounding neighborhoods.

Alternative Options:

To not accept the awarded funding with USDOT/FHWA for the FY 2024 - 2026 RCP grant, the project may have to be implemented using full local funding.
