Background and Discussion:
It is recommended that the Flood Control District be authorized to apply to the United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) Grant Award for debris removal funding assistance under the Emergency Watershed Protection (EWP) Program. Hurricane Beryl (DR4798) impacted the state of Texas July 5 through July 9, 2024. President Biden signed a disaster declaration July 9, 2024. The Flood Control District is working with the National Resource Conservation Service - Emergency Watershed Protection (NRCS-EWP) program officials on potential EWP projects funded by the NRCS. The NRCS-EWP Program focuses on addressing watershed impairments caused by natural disasters, such as debris-clogged waterways, unstable streambanks, and severe erosion. It provides technical and financial assistance to local communities to help remove debris from stream channels, road culverts, and bridges. This grant is expected to fund all remaining debris removal following execution of the agreement with NRCS, while debris removal prior to the agreement is ineligible for NRCS funding and is expected to be funded through FEMA Public Assistance grant.
Expected Impact:
The EWP program is an eligible funding source to compensate the Flood Control District for debris removal costs. The program will fund debris removal from the streambanks and shorelines along Buffalo Bayou, Armand Bayou, Sims Bayou, White Oak Bayou, and Greens Bayou that, if left undone, pose a risk to life and/or property. The Flood Control District will utilize its resources and applicable consultants during this project, as well as the management of the grant approval process, in compliance with all Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.
Alternative Options:
The alternative is to not to apply for the grant funding, wherein existing flooding risks and disaster damage remain in place, or the project will need to be entirely funded with local funding.
