Background and Discussion:

Kingslake Forest Subdivision is located in Northeast Harris County, Texas, Precinct 1. Under existing conditions,

the Kingslake Forest Subdivision has experienced flood damage during extreme rainfall events. The project will

include storm sewer improvements along multiple streets in the neighborhood. The proposed drainage

improvements will consist of removal and replacement of existing storm sewers, as well as replacement of the

inlets. A detention basin will also be added to the southeastern portion of the neighborhood, to mitigate for

the impacts to Greens Bayou tributary P127-00-00 from the aforementioned improvements. This detention

basin will be dry bottom basin, with a perimeter concrete trail. The basin may include recreational features such as mature trees, signage, trash receptables, and benches.

The Change in contract request includes added quantities for the following:

•                     Waterline Conflict - Remove and Replace - Added 3 EACH to Item No. 87 - Waterline Conflict - Vertical Offset and added 2 EACH to Item No. 103 - Waterline Conflict - Remove and Replace with an additional cost of $31,772.94. Additional quantities for Item No. 87 - Waterline Conflict - Vertical Offset and Item No. 103 - Waterline Conflict - Remove and Replace are required to address existing water lines in conflict with the proposed box culvert installation.

•                     Rock Filter Dams - Added a new Line item “Rock Filter Dam” with an additional cost of $15,446.40. The Storm Water Pollution Prevention Plan proposed rock filter dams along the HCFCD P127 channel, however the original contract did not include a bid item for rock filter dams.

•                     Waterline Conflict - Vertical Offset - Added 1 EACH to Item No. 87 - Waterline Conflict - Vertical Offset with an additional cost of $7,800.00. Additional quantity for Item No. 87 - Waterline Conflict - Vertical Offset is required to address an existing waterline in conflict with the proposed box culvert installation.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Kingslake Forest Subdivision.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the original scope of work.
