Background and Discussion:

Regrettably, the Family Division of the Harris County District Courts must decline the funding allocation generously extended by the Governor’s Office to the Positive Pathways-Family Intervention/Infant-Toddler Court (ID #92). Unfortunately, the number of eligible participants for program services has greatly declined over the past two years. Changes in legislation now make it more difficult for Child Protective Services to remove children from their homes. Only the most severe cases of abuse and/or neglect are removed. Given the gravity of these cases, reunification is not a consideration and therefore, they are deemed ineligible for the program’s services.

Expected Impact:

Although the program will no longer exist in its current configuration, the Family Division of the District Courts is dedicated to the integration of a coordinated services model across all Family Division Courts to ensure continuum of care. The Family Division continues to work closely with the Texas Department of Family and Protective Services (TDFPS) to provide wraparound services, including substance use and mental health treatment, and facilitating access to other services such as provisions to address basic needs. Focusing on the individual needs and strengths of each child and family, the wellness, safety, and permanency outcomes for children, as well as the recovery needs for their caregivers, will continue to be improved.

Alternative Options:

In its attempt to service more children and families with greater resources, the Family Division of the District Courts is working to restructure the Positive Pathways Family Reunification Court and will seek funding for the program in the future.
